Oana Soimulescu, Managing Partner at Soimulescu & Partners
Oana is a Romanian construction lawyer and founder of Soimulescu & Partners, the first specialist construction law boutique in Romania. Oana deals regularly with public infrastructure projects such as road, railway, airport and water/environmental projects, in South-eastern Europe. She has extensive experience in dealing with various forms of construction contracts with specific focus on FIDIC forms of contract. She advises contractors, engineers and employers both on regular contract management issues and correspondence and, as counsel in adjudication, arbitration or litigation, depending on the provisions of the contract.
Oana has been involved, as counsel, since 2005, in complex construction adjudications and arbitrations in relation to Romanian and south-eastern projects under the ICC or CCIR Rules. She is an alumna of the ICC Advanced Arbitration Academy. Oana is a member of the Bucharest Bar Association, Romanian Lawyers Union, IBA, DRBF and a Fellow of the Chartered Institute of Arbitrators.
Florin Niculescu, Owner & Head of Contract Management/Claims Department at SC Ab Initio SRL & SC Best Procurement SRL
Florin has over 30 years of experience in the field of civil engineering, having worked in the field of design, works supervision, works execution, International Financing Institution, procurement and now in the field of contracts administration and particularly, in the field of construction disputes adjudication/ resolution and arbitration.
He deals with various construction projects (roads, railways, ports, industrial and civil buildings, wastewater treatment plants, sewage and water supply and sewage networks, waste water treatment plants, irrigation networks solid waste and subways).
Florin Niculescu is listed on the FIDIC President’ List as Certified Adjudicator and as Dispute Boards member by the Ro.
